Both two articles have both mentioned the different type of balance of power. Balance of power can be separate in to two different categories internal balancing and external balancing. Internal balancing is a strategy to increase the military power. External balancing is a strategy to form an alliance system in many ways such as economy.
In Sean Starrs's "America Didn't Decline. It Went Global” it had mentioned how economy helps a country strength. The author tried to argue that US control the world economy indirectly but behind a scene. China seems to be the one which is growing but the truth is US is growing and learning. How economy helps a country grow? this simple question can be answer within the ideas of external balancing, if country A have strong economy which is means there will be country willing to cooperate with country A by using it strong economy to help both country, and in this situation will become win win.
“What Happened to Imperialism”, Tom Engelhardt. Believes U.Ss’ military will only bring the disaster. The authors ideas is more likely came from internal balancing. The author gave a strong argument that if US continue its military strength it might brings the question of it power, because US can not able to fix it own problem of the property.
From the two author we can tell their ideas were very different and also their believes were totally upside down. That is because both authors look at the situation from different perspective. But personal believes that the 21st century will become multipolar situation. Since the end of the Cold War US seems to be the only superpower in the world; However The rise of China and the return of the Russia, both of these country are become more closer than each other (external balancing) also both of these country have continue increase it military power (internal balancing). Which is means Russia and China have the hight possibility to become a superpower in the future.
